Senate passes H.R.2029, as amended (MilCon-VA Approps); cloture filed on compund motion re: highway bill; next roll call votes expected around 2:45pm

The Senate passed H.R.2029, as amended (MilCon-VA Approps) by a vote of 93-0.

The Chair then laid before the Senate the House message to accompany H.R.22 (the surface transportation bill), disagreed with the House amendment, and agreed to the House request to go to conference and authorized the Chair to appoint conferees. Senator McConnell then filed cloture on the compound motion to go to conference.

At 2:15pm, there will be up to 30 minutes of debate equally divided. At 2:45pm, the Senate will vote on the motion to invoke cloture on the compound motion to go to conference.

If cloture is invoked on the compound motion, the Senate will agree to the motion by consent. Senator Wicker will then be recognized to offer a motion to instruct the conferees. There will be 4 minutes equally divided on the motion prior to a roll call vote in relation to the Wicker motion. Following disposition of the Wicker motion, Senator Blumenthal will be recognized to offer a motion to instruct the conferees. There will be 4 minutes of debate equally divided on the motion prior to a roll call vote in relation to the Blumenthal motion.

Approximately 2:45pm (could be earlier) - Up to 3 roll call votes

  1. Motion to invoke cloture on the compound motion to go to conference on H.R.22;
If cloture is invoked, Senate agrees to compound motion to go to conference; then
  1. Wicker motion to instruct the conferees (tractor trailers); and
  2. Blumenthal motion to instruct the conferees (train safety).
