- Morning Business until 3:00pm with senators permitted to speak for up to 10 minutes each. Following Morning Business, the Senate will resume the motion to proceed to S.136, Railroad Antitrust legislation.

- The cloture vote on the motion to proceed to S.146, Railroad Antitrust, was vitiated. Senators Rockefeller and Kohl were able to secure an agreement to work together on comprehensive rail competition legislation.
