Agreement on Comprehensive Veterans bill/Votes expected around 2pm Thursday/Motion to proceed to Child Care and Development Block Grant Act

The Senate has adopted the motion to proceed to S. 1982, Comprehensive Veterans Health and Benefits and Military Retirement Pay Restoration Act of 2014, by a voice vote. Senator Reid then offered a substitute amendment (SA #2747) on behalf of Senator Sanders, filled the amendment tree, and filed cloture on the substitute amendment and the underlying bill. The Senate subsequently reached an agreement that would result in a series of votes at approximately 2:00pm tomorrow, Thursday, February 27. Senator Reid then moved to proceed to S.1086, Child Care and Development Block Grant Act of 2013

We also expect to execute the previous order with respect to the Connor nomination (Deputy Secretary of Interior) tomorrow. Under the previous order, there would be up to 20 minutes for debate prior to a vote on confirmation of the nomination. Further, there could be a procedural vote relative to filing cloture on a nomination during the 2pm vote series.

Approx. 2pm Thursday votes:

  1. (expected) Republican motion to table the Reid amendment to the motion to commit (date change) to S.1982, Veterans
  2. Motion to waive Budget point of order re: Veterans bill
  3. (expected) Confirmation of Executive Calendar #561, Michael L. Connor, of New Mexico, to be Deputy Secretary of Interior
  4. (possible) Procedural vote relative to filing cloture on a nomination

If we don't achieve the 60-affirmative votes required to waive the budget point of order (as expected) that would be the end of consideration of the Veterans bill. If the motion to waive is successful, then we would immediately proceed to votes on the following items:

-          Cloture on the substitute amendment; if 60 affirmative votes are achieved, then

-          Adoption of the substitute amendment;

-          Cloture on S.1982; if 60-affirmative votes are achieved, then

-          Passage of S.1982, as amended, if amended.

Leader:            I ask unanimous consent that on Thursday, February 27th, during the Senate's consideration of S.1982, but no later than 2pm, Senator Sessions, or designee, be recognized to raise a budget point of order against the bill; that if such a point of order is raised, it be in order for Senator Murray, or designee, to move to waive; that if a motion to waive is made, the vote on the motion to waive occur at 2pm on Thursday; that if the motion to waive is successful, the Senate proceed to the vote on the motion to invoke cloture on amendment #2747; if cloture is invoked on the amendment, all post-cloture time be yielded back, amendment #2766 be withdrawn and the Senate proceed to the vote on amendment #2747; that upon disposition of the amendment, the Senate proceed to vote on the motion to invoke cloture on S.1982, as amended, if amended; that if cloture is invoked on the bill, all post-cloture time be yielded back and the Senate proceed to vote on passage of the bill, as amended, if amended; if the motion to waive is not successful, then the cloture motions be withdrawn; finally, the filing deadline for first degree amendments to S.1982 be 10:30am on Thursday and the filing deadline for second degree amendments to amendment #2747 and S.1982 be 1:30pm on Thursday.
