One Year After Introduction, The Inflation Reduction Act Passed By Senate Democrats Is Continuing To Spur Historic Investments Across The Country

Washington, D.C. – The Inflation Reduction Act is already paying huge dividends for the American people – in the last year, dozens of companies have announced they will invest in the United States, creating jobs, supporting our economy, and bringing back American manufacturing. More than $500 billion in investments in the United States have been announced under President Biden according to the White House. According to one report, “nearly 80 major clean energy manufacturing facilities have been announced, an investment equal to the previous seven years combined.” From electric vehicle manufacturing to increasing production of clean energy and all the jobs and investments created as a result, states across the country are seeing the impact of this historic climate legislation.

“The Inflation Reduction Act was one of the most consequential pieces of legislation passed in decades, and in just one year it’s already paying huge dividends for the American people, for our economy, and for our climate,” Senate Majority Leader Chuck Schumer (D-NY) said. “Democrats are proud of the progress we’ve made in implementing our agenda, and we will keep working until every American feels the benefits.”

Alabama 

Business Facilities: Nucor Plans $125M Advanced Manufacturing Facility In Alabama. “Nucor Corp. will invest approximately $125 million to open a new advanced manufacturing facility in Decatur, Alabama. The new business unit, Nucor Towers & Structures, will produce transmission towers. Nucor, which already has a significant presence in Alabama, plans to create 200 full-time jobs over the next four years at its new facility.” [Business Facilities, 2/23/23]

CNBC: First Solar Selects Alabama For New Factory As Inflation Reduction Act Prompts Domestic Manufacturing Boom. “First Solar said Wednesday that it has selected Alabama as the site for its fourth U.S. solar panel manufacturing facility, after the Inflation Reduction Act and its incentives for domestic manufacturing encouraged companies to onshore production. First Solar will spend around $1.1 billion on the facility in North Alabama’s Lawrence County. The company announced plans for a new facility in August, but hadn’t yet disclosed the location. First Solar CEO Mark Widmar previously told CNBC that the Inflation Reduction Act was the key catalyst that led First Solar to choose the U.S. for its latest factory.” [CNBC, 11/16/22]

Arizona

The Center Square: First Solar-Powered Cobalt Factory In The U.S. Planned For Yuma. “EVelution Energy is building the first U.S. solar-powered cobalt processing facility in Yuma County, Arizona. Construction is expected to begin in 2024, with the facility fully operational in 2026. The $200 million investment will provide approximately 300 construction jobs and 60 on-site jobs. Cobalt sulfate is a key part of the EV supply chain.” [The Center Square, 3/30/23]

NY Times: LG Will Spend $5.5 Billion on a Battery Factory in Arizona. “A South Korean battery manufacturer said it would quadruple its planned investment in a new factory in Arizona to meet growing demand from automakers who are trying to ramp up production of electric cars and trucks. The company, LG Energy Solution, said it would invest $5.5 billion to build the manufacturing complex near Phoenix, where it plans to make batteries for electric vehicles in 2025 and for energy storage systems the following year. LG said its decision was driven in part by the Inflation Reduction Act, which became law in August and included federal incentives for the sale and production of electric vehicles and batteries in the United States.” [NY Times, 3/24/23]

ABC 15: New Lithium-Ion Battery Recycling Plant Planned For Pinal County. “Ecobat, one of the largest battery recyclers globally, has made plans to locate its first North American battery recycling facility in the Phoenix metro and bring 60 new jobs to the area. The company announced that the facility will be located in Casa Grande and is Dallas-based Ecobat's third lithium-ion battery recycling facility. The new location will produce an estimated 10,000 tons of recycled material per year with plans to expand capacity.” [ABC 15, 2/22/23]

Tuscon.com: Maker Of High-Energy Electric Vehicle Batteries Expanding In Tucson. “Sion Power Corp., a Tucson-based developer of next-generation lithium batteries, plans to double the size of its local operations as it rolls out new, high-energy batteries for electric vehicles. Sion plans to expand into a 111,400-square-foot building at 6950 S. Country Club Road, while keeping its existing headquarters on East Elvira Road where more than 100 employees work. The expansion is expected to be complete by 2026 and create more than 150 jobs, including engineers and skilled technicians, with an estimated economic impact of $341 million over the next five years, according to Sun Corridor Inc., the local economic-development agency.” [Tuscon.com, 12/7/22]

AZ Inno: $1 Billion Battery Manufacturing Plant Proposed For Southern Arizona.  “Utah-based American Battery Factory is planning to build a $1.2 billion battery manufacturing plant in southern Arizona across 267 acres, according to Pima County documents and the startup. The new factory is expected to hire 1,000 employees at full build-out, with average annual salaries of $65,000, and have an estimated economic impact of $3.1 billion over a decade.” [AZ Inno, 12/2/22]

Bloomberg: Startup Behind Made-in-US Battery Plant Raises $75 Million. “Startup Kore Power, Inc. has raised $75 million of an anticipated $150 million financing round to fund construction of a lithium-ion battery factory in Arizona, betting the recently passed Inflation Reduction Act will boost demand for US-made cells.”…“The company plans to break ground on its KorePlex factory near Phoenix next month, with cell production scheduled to start in late 2024.” [Bloomberg, 11/30/22]

KGUN 9: Lithium-Ion Battery Recycling Facility To Open In Eloy. “Heritage Battery Recycling has announced plans to build a lithium-ion battery recycling facility in Eloy, Ariz., bringing approximately 110 permanent jobs to the area, according to the Arizona Commerce Authority. The company expects the facility will be in operation by mid-2023. It will move into an already-existing building in Eloy, following a construction project that will expand it by 75,000 feet.” [KGUN 9, 9/29/22]

California

PV Magazine: Statevolt Acquires Land For 54 Gwh Lithium-Ion Battery Gigafactory. “Motivated by the Inflation Reduction Act, Statevolt intends to manufacture batteries for electric vehicles (EVs) and storage applications and said it will source materials entirely in the U.S.” [PV Magazine, 1/24/23]

Renewable Energy Magazine: Fusion Fuel And Electus Energy Announce Agreement To Develop A 75 MW Green Hydrogen Project In Bakersfield, California. “Zachary Steele, Co-Head of Fusion Fuel, said that North America has always been a focal point of Fusion Fuel’s growth strategy as the company builds upon its successes in Iberia and begin to look beyond Southern Europe. ‘However, the passage of the game changing Inflation Reduction Act earlier this year caused a dramatic acceleration of those plans,’ added Mr Steele. ‘The production and investment tax credits promise to significantly improve the already attractive economics of our solar-to-hydrogen solution in many markets across the US.’” [Renewable Energy Magazine, 12/1/22]

Colorado

Electrek: Meyer Burger Abandons German Solar Cell Factory Plans To Build A US Factory Instead. “The Swiss solar maker is diverting production equipment from Germany to the US to build a new solar cell factory in Colorado instead. The Biden administration’s Inflation Reduction Act (IRA) has struck yet again.” … “The company says it’s prioritizing the US over Germany because of ‘a tax credit under the Inflation Reduction Act and related measures, as well as support from the State of Colorado and the City of Colorado Springs.’” [Electrek, 7/24/23]

The Coloradoan: Vestas to expand Windsor plant for new line of wind turbines. “Danish wind turbine manufacturer Vestas Wind Systems plans to invest up to $40 million in its Windsor and Brighton plants to manufacture and bring to market its new V163-4.5MW turbine that offers increased power output at medium and lower wind speeds when demand for energy is highest. The new manufacturing line will create between 800 and 1,000 new jobs, including about 150 high school interns, according to the company. Production will begin in Windsor this year and next year at Vestas' Brighton Nacelles plant.” [The Coloradoan, 7/19/23]

Reuters: Exclusive: Group Backed By India's Vikram Solar To Invest $1.5 Billion In New US Factories. A new venture backed by Indian solar panel maker Vikram Solar Ltd said on Thursday it will invest up to $1.5 billion in the U.S. solar energy supply chain, beginning with a factory in Colorado next year. The newly formed company, VSK Energy LLC, aims to leverage India's extensive solar manufacturing know-how in the U.S. push to build a clean energy manufacturing sector to compete with China. The announcement is the latest by an overseas manufacturer seeking to capitalize on incentives in President Joe Biden's landmark climate change law, the Inflation Reduction Act (IRA), to boost renewable energy production.” [Reuters, 6/22/23]

Denver Gazette: $250 Million Solar Panel Plant Headed For Brighton, Bringing 900 Jobs. “A new solar panel manufacturing plant that could bring up to 900 new, high-paying jobs will be under construction soon in Brighton, according to a news release.” … “‘The passage of the Inflation Reduction Act was a landmark moment for the clean energy future of the United States,’ said Sriram Das, co-chairman of VSK Energy and managing director of Das & Co., in the release. ‘The Biden Administration and Congress have called for immediate action and, through our partnership in VSK, we are taking a decisive step towards achieving solar technology self-sufficiency, fortifying America's energy security, and propelling large-scale solar deployment.’”[Denver Gazette, 6/22/23]

The Gazette: Pueblo Economy 'Growing' With Expansion Of World's Largest Wind Tower Manufacturing Site. “CS Wind, a South Korean-based wind tower manufacturing company, is expanding the world’s largest wind tower manufacturing plant in Pueblo with plans to create 850 jobs for the city over the next several years. The expansion of the site and job creation reinforces Pueblo’s manufacturing legacy and solidifies the city’s role as a key player within Colorado’s economy and renewable energy infrastructure, local and state officials said during the site’s ground-breaking at the start of the month.” [The Gazette, 4/16/23]

CT Insider: CT Manufacturing Company Looks To Add 45 Jobs. “A Wallingford manufacturer that makes equipment used to produce hydrogen is going to spend $25 million to expand and upgrade the production capability at its Technology Lane facility, a move that will result in the hiring as many as 45 new employees over the next two years.” [CT Insider, 3/8/23]

Florida

PV Magazine: Polar Racking Building US Solar Mount Manufacturing Facilities. “Canada-based Polar Racking says it will add two facilities to manufacture solar mounts in the United States. One factory will be located in Michigan, the other in Florida.” … “‘The expansion of Polar Racking’s manufacturing operations is in response to our customers’ needs to meet the Inflation Reduction Act (IRA) domestic content requirements,’ said Vishal Lala, managing director of Polar Racking. ‘Polar Racking supports the government’s initiative to re-shore the PV supply chain to create local jobs and bolster the local economy.’” [PV Magazine, 5/22/23]

Jacksonville Business Journal (FL): Solar Panel Manufacturer Eyes Massive Expansion, Creating Hundreds Of Jobs. “A solar panel manufacturer that employs 250 people in Jacksonville after opening its doors here less than four years ago is eying a massive expansion of its facility - investing millions of dollars and creating hundreds of more jobs. JinkoSolar is looking to invest more than $52 million in renovations and expansion of its plant located at Cecil Commerce Center, one of two dozen facilities it has around the world. Georgia

Reuters: Kia To Invest $200 Million In US Plant, Build EV9 SUV In 2024. “Kia said on Wednesday it will invest more than $200 million in its assembly plant in the U.S. state of Georgia to begin production of its electric EV9 SUV next year. The Korean automaker said the company will add about 200 jobs to build the three-row SUV alongside four other models at the West Point, Georgia, plant. It will be the first Kia electric vehicle assembled in North America and comes as automakers are shifting away from gas-powered vehicles.” [Reuters, 7/12/23]

AP: South Korean Firm Plans $72M Georgia Plant To Make Battery Parts, Hiring 140. “A South Korean company will open a factory in suburban Atlanta to make parts for electric batteries. NVH Korea said Thursday that it would invest $72 million in a plant in Locust Grove, south of Atlanta, hiring 140 workers. The plant will make sensors, connections and protectors for electric vehicle batteries, beginning operations in 2024.” [AP, 6/22/23]

WGXA News: EV Parts Manufacturer To Build First U.S. Facility In Laurens County Creating 130 Jobs. “An $18 million dollar investment will bring 130 new jobs to Laurens County.” … “Woory was established in 1989 and specializes in heating, ventilation, and air conditioning components and systems for the automotive industry. The two companies have come to an agreement to build a EV Battery Plant. The Telegraph: Maker Of EV Battery Materials Coming To Southwest Georgia With $800 Million Investment.  “A manufacturer of materials for the lithium-ion batteries used to power electric vehicles will invest $800 million in a plant in Southwest Georgia that will create more than 400 jobs, Gov. Brian Kemp announced Monday. Chicago-based Anovion Technologies supplies premium synthetic graphite, the largest battery material used in EVs by mass, exceeding copper, nickel, manganese, cobalt and lithium. The new 1.5-million-square-feet plant in Bainbridge will be the first of its size and scale in North America.” [The Telegraph, 5/15/23]

Bloomberg: US Solar Capacity Gets Boost From $147 Million Hanwha Plant. “Hanwha Solutions Corp. plans to spend $147 million on a plant in Georgia that supplies material for panels, drawing cheers from President Joe Biden who credits his climate law for jumpstarting efforts to build a solar supply chain in the US. Its Hanwha Advanced Materials Georgia unit expects the facility to go into production in June 2024, according to a statement Thursday. It will supply encapsulant film that sister company Hanwha Qcells will use at a nearby site.” [Bloomberg, 3/23/23]

Atlanta Journal Constitution: Hyundai Supplier PHA To Build Factory Near Giant Coastal EV Metaplant. “A sixth automobile parts supplier announced Monday that it will open a factory in coastal Georgia to support Hyundai Motor Group’s future $5.54 billion electric vehicle plant. PHA, a South Korean company focused on automotive door components, including latches and hinges, committed to a $67 million factory in Chatham County, which will employ 402 workers, according to a news release.” [Atlanta Journal Constitution, 3/6/23]

Electrek: First US-Made Hyundai EV Rolls Off The Line, The Genesis Electrified GV70 SUV. “Marking a huge milestone for the South Korean automaker, Hyundai celebrated its first electric vehicle assembled in the US Tuesday. The Genesis Electrified GV70 EV is the luxury brand’s first model constructed outside South Korea as the automaker moves toward an electric future.” … “Hyundai announced plans to build a $5.5 billion EV plant in Bryan County, Georgia, last May, its first in the US. NY Times: Korean Solar Company Plans To Build $2.5 Billion Plant In Georgia. “The climate and tax bill President Biden signed in August to increase the use of green energy and electric cars while expanding domestic manufacturing appears to be yielding some results. A Korean solar company, Hanwha Qcells, announced on Wednesday that it would spend $2.5 billion to build a large manufacturing complex in Georgia. The plant will produce critical components for solar panels and build complete panels.” [NY Times, 1/11/23]

Reuters: Hyundai, SK To Build New Battery Plant In Georgia. “Hyundai Motor Group and SK On said Thursday they will build a new battery manufacturing plant in the U.S. state of Georgia to supply the Korean automaker's U.S. assembly plants.” … “The companies aim to begin operations in 2025 and said ‘stakeholders estimate it will create more than 3,500 new jobs through approximately $4-5 billion of investment’ in Georgia's Bartow County. Hyundai separately broke ground in October on a $5.54 billion electric vehicle (EV) and battery plant in Georgia's Bryan County.”  [Reuters, 12/8/22]

The Current: Hyundai Breaks Ground On $5.5 Billion, 8,100-Job Factory In North Bryan County.  “Hyundai Motor Group officially broke ground Tuesday on its planned $5.5 billion electric vehicle factory in Bryan County, poised to become the largest economic development project in Georgia history and the South Korean automaker’s first fully dedicated facility for EV manufacturing. ‘We heard the clarion call of this administration to hasten the adoption of new electric vehicles and reduce carbon emissions — so, we took action,’ said Hyundai global president and chief operating officer José Muñoz. Atlanta Journal Constitution: Korean Battery Recycler To Be Latest Addition To Georgia EV Sector. “A South Korean company that recycles metals and battery components plans to build its first U.S. facility in North Georgia, another addition to the state’s burgeoning electric vehicle sector. SungEel HiTech Co. will build a $37 million recycling center in Toccoa in Stephens County where it will recycle lithium-ion batteries and battery manufacturing scrap material, according to a news release Thursday from Gov. Brian Kemp’s office. The company plans to hire 104 people for the future recycling center, which is expected to begin operations in early 2024, the release said.” [Atlanta Journal Constitution, 8/18/22]

Illinois

KFVS 12 (IL): Company plans to invest $54M with new manufacturing facility in Mt. Vernon; create more than 60 jobs. “Governor JB Pritzker, Manner Polymers and the Illinois Department of Commerce and Economic Opportunity joined local leaders and partners to announce Manner Polymer’s new facility. According to a release from the governor’s office, the new facility will manufacture a variety of PVC compounds, including automotive PVC compounds for use in electric vehicles and components for solar panels. They say the facility will be powered by a 15-acre solar field located on site.” [KFVS 12, 6/1/23]

Electrek: Nanograf To Launch US’s First Large-Volume Silicon Oxide Factory. “Chicago-headquartered NanoGraf Technologies, which claims it has enabled the world’s most energy dense 18650 lithium-ion cell, today announced that it will open the first large-volume silicon oxide factory in the United States.”…“Thanks to the Inflation Reduction Act, NanoGraf will also get a 10% tax credit for domestic anode material production.” [Electrek, 11/30/22]

CBS News: GM, Samsung Plan To Build Electric Vehicle Battery Plant In New Carlisle, Indiana. “General Motors is making a big investment in northern Indiana. GM and Samsung SDI have announced plans to build a more than $3 billion electric vehicle battery cell plant in New Carlisle, roughly 80 miles east of Chicago. The project is expected to create 1,700 jobs and play a crucial role in GM's transition to electric vehicles. “[CBS News, 6/14/23]

Journal Review: Nucor Announces $115M Investment In Utility Structures Manufacturing Facility. “Nucor Corporation, the largest U.S.-based steel producer, today announced that the company’s Towers & Structures business unit will build a new state-of-the-art utility structures manufacturing facility in Crawfordsville, investing $115 million and creating up to 200 new jobs by the end of 2027.”… “The new facility will be well equipped to provide a wide array of engineered utility structures necessary to support our nation’s electrification initiatives, such as grid hardening, renewable energy projects and building a nationwide network of EV charging stations.” [Journal Review, 6/14/23]

WIBQ: Entek’s Investment To Transform Terre Haute Economy. “Entek’s single largest investment is set to transform Terre Haute, Vigo County’s, economy and catapult Indiana’s electric vehicle industry.” … “ENTEK’s future facility in Vigo County is planned to be their largest site with the most employees. The plant is said to be bringing around 640 high-paying jobs to the community.” [WIBQ, 3/22/23]

Detroit News: Stellantis To Invest $155m In Indiana For Electric Drive Units. “The maker of Jeep SUVs, Ram pickup trucks and other vehicles will invest a total of $155 million in three plants in Kokomo, Indiana, to produce electric drive modules for battery electric vehicles in North America.”… “The automaker is building a new battery manufacturing plant there with Korea's Samsung SDI. It aims for 50% EV sales by 2030 in the United States with 25 models.” [Detroit News, 2/28/23]

Detroit Free Press: GM's $45M Investment In Indiana Plant Is Critical Move In EV Future. “General Motors is putting $45 million into expanding its aluminum die casting foundry in Bedford, Indiana, to feed two metro Detroit assembly plants that will produce electric vehicles that are crucial to the automaker's future. The investment at Bedford, while a small number by comparison with past investments at other GM facilities that have run into the billions, is a critical stake in the automaker's move to go to zero emissions by 2035.” [Detroit Free Press, 11/18/22]

Richmond Register: $153 Million Hitachi Investment Bringing 167 Jobs To Berea. “The additional facilities will enable the manufacturer to supply components for electric vehicle (EV) batteries.” [Richmond Register, 7/13/23]

Center Square: Toyota To Invest Nearly $600M To Build Electric SUVs In Kentucky. “One of Kentucky’s largest private employers plans to invest more than a half-billion dollars in its Scott County manufacturing plant. Toyota has agreed to build an electric-battery-powered SUV at its Georgetown factory. According to Gov. Andy Beshear, who made the announcement in Frankfort, the $591 million project marks the first time the automaker will build an electric vehicle at one of its U.S. plants.” [Center Square, 6/1/23]

Spectrum News: EV Maker Rivian Investing $10M, Creating 218 Jobs In Bullitt County. “Kentucky's electric vehicle and manufacturing industries won't be hitting the brakes any time soon. Gov. Andy Beshear on Thursday announced that Rivian, an electric truck and SUV-maker, is creating over 200 job with a $10 million investment in Bullitt County. The EV maker will establish a remanufacturing facility in Shepherdsville, where it already stocks replacement parts at an existing 326,000-square-foot facility. The new remanufacturing operation will support warranty, repair and service needs for EV trucks, Beshear detailed in a news release.” [Spectrum News, 4/27/23]

WKYUFM: EV-Related Company Plans $500 Million Facility In Hopkinsville, Kentucky. “Yet another manufacturing facility related to electric vehicles has announced an investment in Kentucky. This time, Microvast Advanced Membranes says it will bring 562 full time jobs and build a $500 million facility at a site in Hopkinsville, Kentucky. The company manufactures synthetic materials used in the design of batteries for electric vehicles.” [WKYUFM, 3/30/23]

WBKO: New $264m Manufacturing Facility, Enervenue, Coming To Shelby County. “For the initial phase of the project, EnerVenue will construct a new state-of-the-art 1 million-square-foot manufacturing facility on a 73-acre site located in Shelby County. The location will become the company’s state-of-the-art manufacturing plant for its Energy Storage Vessels.” [WBKO, 3/28/23]

Bowling Green Daily News: Plant supporting EV batteries coming to Franklin. “Simpson County is the latest community to benefit from Kentucky’s growing status as a hub for electric vehicle battery manufacturing. LioChem e-Materials, a subsidiary of Japan-based Toyo Ink SC Holdings Co. Ltd., has plans to renovate an existing building on Ronnie Clark Drive in Franklin and establish a plant making materials used in EV battery production.” [Bowling Green Daily News, 1/26/23]

Recycling Today: Nucor Rolling Mill Starts Operating. “Electric arc furnace (EAF) steel producer Nucor Corp. says it rolled the first steel plate at its new mill in Brandenburg, Kentucky, in late December.” … “The steel producing and metal recycling firm also says the recent passage of the Inflation Reduction Act, which included $300 billion for clean energy development and climate programs, supports the Biden Administration’s announced goal to build 30 gigawatts of offshore wind power by 2030. ‘That could result in approximately 7.5 million tons of additional steel demand,’ Nucor says.” [Recycling Today, 1/3/23]

Louisiana

Shreveport Times: A Company Is Expanding Their Footprint In Shreveport By $28.5 Million. “On Tuesday, Prolec GE USA announced it would be investing up to $28.5 million to expand its Caddo Parish facility to manufacture electrical transformers used in wind farms, solar parks and other industrial and renewable energy applications. Prolec is one of the largest transformer productions in North America and designs, manufactures and sells products for electricity generation, transmission and distribution. This expansion will add additional production capacity in Shreveport and will help ease the transformer supply chain.” [Shreveport Times, 4/26/23]

KALB: Ucore Invests $75M To Establish Rare Earth Metals Manufacturing Facility In Alexandria. “Ucore North America, a subsidiary of Ucore Rare Metals Inc., announced it is investing $75 million to establish North America’s first modern technology rare earth element separation and purification facility in Rapides Parish.
