The Senate stands adjourned until 12:00 Noon on Wednesday, November 29, 2017.

 

Following Leader remarks, we expect Senator McConnell to make a motion to proceed to S.1519, National Defense Authorization Act for Fiscal Year 2018. We expect that will be the pending business on the floor until further notice while Republicans figure out their next legislative steps. No amendments or votes in relation to the Senate NDAA bill are expected.

 

We also expect that sometime during Wednesday’s session Senator McConnell will move to proceed to H.R.1, to provide for reconciliation pursuant to titles II and V of the concurrent resolution on the budget for fiscal year 2018 (vehicle for Republican tax legislation) with a roll call vote on the motion to proceed.

 

If the motion to proceed to the tax reconciliation bill is agreed to (majority vote), debate in the Senate would be limited to 20 hours equally divided. Debate on first degree amendments is limited to 2 hours and second degree amendments limited to 1 hour, both also equally divided. Upon the use or yielding back of time on an amendment the Senate would vote on the amendment. Upon the use or yielding back of all time, the Senate would dispose of any pending amendments and additional amendments may be offered and voted upon before a vote on passage.
