At 10:44am, the Senate began a 15 minute roll call vote on the motion to invoke cloture on the compound motion to go to conference on S.1177, ESEA;

Next:

If cloture is invoked, the question would be on the compound motion to go to conference (either by voice vote or roll call vote). At that point, motions to instruct conferees would be in order, however we are unaware of anyone intending to make a motion to instruct.
