Rubio request to pass individual mandate re: exchanges

Senator Rubio asked unanimous consent to take up and pass Calendar #225, S.1592, a bill to provide for a delay of the individual mandate under the Patient Protection and Affordable Care Act until the American Health Benefit Exchanges are functioning properly. Senator Baucus objected.
