Passed S.893, a bill to provide for an increase effective December 1, 2013, in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

Adopted S.Res.275, designating October 29, 2013, as "National Technological Innovation Day" to recognize that technological innovation is critical to the United States economy and commemorating the contributions of innovation to prosperity in the United States and abroad.

Began the Rule 14 process of S.1592, the Delay Until Fully Functional Act. (Rubio)
