Cloture invoked on sub amdt to H.R.2028, Energy/Water; 2 RCV at 4:30pm todayCloture was invoked on substitute amendment #3801 to H.R.2028, by a vote of 97-2. There will now be up to 30 hours of debate on the substitute.
The Senate also reached an agreement that it be in order to call up the following amendments:
Cardin SA #3871
Fischer SA #3888
Flake SA #3876
That the time until 4:30pm be equally divided between the two managers or their designees. Upon the use or yielding back of time, the Senate will vote on the Cardin and Fischer amendments with a 60 vote affirmative threshold for adoption, and with no 2nd degree amendments in order to any of the amendments.
Upon disposition of the Cardin and Fischer amendments, Flake will remain pending and the Senate will continue to be in the 30 hour post-cloture time on the substitute.
