Cloture invoked on MTP to DHS appropriations bill: 98-2

Upon reconsideration, cloture was invoked on the motion to proceed to H.R.240, DHS appropriations, by a vote of 98-2 (Sessions and Inhofe voted no). There will now be up to 30 hours of post-cloture debate on the motion to proceed.

Upon the use or yielding back of the post-cloture time, the Senate would adopt the motion to proceed. Once we're on the bill, Senator McConnell will offer a perfecting substitute amendment that contains clean DHS funding language (minus the immigration riders) and file cloture on the underlying bill. We would then need to invoke cloture, run up to 30 hours of post-cloture debate, agree to the substitute amendment, and pass the underlying bill, as amended. In the forthcoming days, we will work with members to expedite the process and Senators will be notified as votes are scheduled.

Upon disposition of the DHS appropriations bill, we expect Senator McConnell to consider S.534, a Collins bill to prohibit funds from being used to carry out certain Executive actions related to immigration and for other purposes.
