Cloture was not invoked on the motion to proceed to H.R.4038 by a vote of 55-43.
Senator McConnell then called for the regular order with respect to the veto message on S.J.Res.22 (Waters of the United States) and filed cloture on the message. He then asked consent that the cloture vote be set at 10:30am on Thursday, January 21; further, if cloture is not invoked the veto message will be indefinitely postponed.
